政府今日(3月19日)公布《2025年輔助醫療業(修訂)條例草案》將於3月21日刊憲,並預計於3月26日在立法會進行首讀。
是次修訂不僅是對專職醫療業的肯定,推動專職醫療業的持續發展;亦容許市民盡早接受適切的物理治療和職業治療,進一步推動基層醫療發展。
整合後修訂草案重點如下:

1. 將「輔助醫療業」更名為「專職醫療業」。
2. 允許在特定條件下無需醫生轉介即可接受物理治療及職業治療服務(例如臨床指引、過去12個月內由註冊醫生或中醫師診斷、緊急情況)。
3. 容許專職醫療專業人士接受中醫師(CMP)轉介。
4. 引入非本地培訓專職醫療業人員
5. 其他修訂:包括更改專職醫療業管理局及其轄下五個管理委員會的組成和結構,執業證書有效期調整為三年一周期,並將持續專業發展(CPD)定為所有專職醫療業人員的強制要求以及調整條例下的各種費用。

The Government announced today (March 19) that the Supplementary Medical Professions (Amendment) Bill 2025 will be gazetted on March 21, with the First Reading at the Legislative Council scheduled for March 26.
This proposed amendment recognises the professional status of allied health professionals and promotes its professional development. It also promotes citizens’ access to physiotherapy and occupational therapy services for early treatment, further enhancing the development of primary healthcare.
🔸Key Points of Supplementary Medical (Amendment) Bill 2025🔸
1. Renames “supplementary medical professions” to “allied health professions.”
2. Allows physiotherapy and occupational therapy services without a doctor’s referral under specific conditions (e.g., clinical protocols, prior diagnosis within 12 months, or emergencies).
3. Permits allied health professionals to accept referrals from Chinese Medicine Practitioners (CMPs).
4. Opens opportunities for non-locally trained allied health professionals to practice in Hong Kong.
5. Other amendments: including the enhancement in composition and structure of the Allied Health Professions Council and its five constituent Boards, and a three-year cycle for practicing certificates with mandatory CPD and fee adjustments.
