立法會法案委員會會議 – 《2025年輔助醫療業(修訂)條例草案》

昨天(5月13日)香港職業治療學會會長方少麗女士代表本會出席立法會法案委員會會議,就《2025年輔助醫療業(修訂)條例草案》提出以下建議:

整合後重點如下:

1. 病人可無需醫生轉介直接尋求職業治療服務

– 若病人過去12個月獲醫生或中醫診斷,可直接尋求服務。

– 現行專業守則支持緊急或其他情況下(包括社區服務)無轉介。

– 過去未有投訴,顯示指引有效性;此守則無需修改。

– 這可簡化流程,降低成本,讓市民早日接受治療。

2. 職業治療師可接受中醫師轉介

– 中醫師對職業治療認識有限,建議:

• 於進修課程加入康復醫療內容。

• 政府舉辦跨專業論壇促進合作。

• 學會協助制定臨床指引。

3. 支持「有限度註冊」安排,吸納非本地專業人士

– 修例允許合資格的非本地專業人員受聘(必須具備 WFOT 國際認可資格)

Yesterday (May 13), Ms. Sanne Fong Siu-lai, President of the Hong Kong Occupational Therapy Association, attended the Legislative Council Bill Committee meeting to present the following suggestions regarding the “Supplementary Medical Professions (Amendment) Bill 2025”:

Key points of Supplementary Medical Professions (Amendment) Bill 2025:

1. Patients can seek occupational therapy services directly without a doctor’s referral

– If patients have been diagnosed by a registered doctor or Chinese medicine practitioner in the past 12 months, they can seek services directly.

– The existing professional code supports providing services without referral in emergency and specific situations (including social services).

– There have been no complaints in the past, showing the effectiveness of this guideline; this code does not need to be amended.

– This can simplify processes, reduce costs, and allow citizens to receive treatment sooner.

2. Occupational therapists can accept referrals from Chinese medicine practitioners

– Currently, Chinese medicine practitioners have limited knowledge of occupational therapy. Suggestions include:

• Incorporating rehabilitation medical content into continuing education courses.

• The government should hold cross-professional forums to promote collaboration.

• The association is willing to assist in developing clinical guidelines.

3. Support for the “Limited Registration” arrangement to attract non-local professionals

– The amendment should allow qualified non-local professionals to be employed (mandatory WFOT international recognition qualifications).
